Pretty close :)

1) Fencers request to have a "fundraiser" (lunch tavern, bake sale, whatever) where the profits will be placed toward the future purchase/replacement of loaner equipment

2) The group (i.e. Barony) approves the request, using the normal approval process

3) The fencers hold their "fundraiser". All monies and receipts turned into the Exchequer and profits determined

4) The monies will be deposited into the Baronial account, and an entry is made on the Exchequer's reports that the fencers have "x" amount of money available for loaner equipment purchase/replacement

5) Later Lord Arnolde, comes to the group with the request to purchase/replacement some loaner gear

6) The Exchequer confirms the amount available in the dedicated funds for the fencers use

7) If the request is less than or equal to the dedicated amount, the order can be placed, there is no discussion required by the group for approval as the money has been already approved and dedicated for this use.

7a) If the request is greater than the dedicated amount the difference will need to follow the NORMAL approval process, unless it is urgent and the difference is $50 or less, then the schenshal can approve the expenditure. 

8) A check can be issued, one the receipt is provided to the Exchequer, and the item removed from the dedicated funds list.

Hi AElfric,

I'm a bit confused about the clarification.

It sounds like the situation is this:

Fencers have a general fundraiser.
Proceeds from fundraiser go into general account.
Later Lord Arnolde suggests fencers purchase loaner gear.
Fencers approve of this expenditure.
Money earmarked for fencers can be used for loaner gear. (Presumably
without having to wait a month to get approved.)

Is that right?
