"Truly great?" you ask? Why "Yes!", I say. And I'll tell you why. I have heard back from the Middle Kingdom Group Transitions deputy on the rate of our pole returns. We have a 60% (59.4% technically) return on our member polls. There were 101 polls mailed out and 60 were returned. We have also had 16 non-member polls sent in as well. That is a PHENOMENAL return rate! It seems average return rate on baronial polls is actually around 35%. What does that mean? This Barony ROCKS! This also means that the Crown now has clearly heard from a LARGE number of the members of the Barony and has lots of information and opinions to help them make Their decision. This is exactly what They need in order to do what is best for the Barony and Kingdom. Next steps: We wait. We have done our due diligence and executed all the proper paperwork and procedures and given the Crown our voice. It is now up to Their Majesties and Their Highnesses to make a decision. When will that be? We do not know. Also, we do not know how the Crown will decide to inform the populace. There is no set procedure. So, we wait. I want to thank EVERYONE again for being part of this very important process for our Barony. I want to especially thank Sir Ranthulfr and Mistress Arina as well as HL Ermenrich and HL Kasha for offering themselves for this very important role within our Barony and the SCA. At last year's Mass Meeting, I made and gave away canvas drawstring bags in Midrealm colors. I am hoping for more people at this year's Mass Meeting, so the bags are harder to do in greater numbers. But having a little "thing" encourages people to show up! This year I thought we could do "scrolls" with their name on it. I got this idea from another chatelaine (whose name is now forgotten - sorry!) who says it is very popular at demos. The way it would work is I'd get a scroll blank, scan it, and print a number of copies on my color printer. Then we'd have one of our scribes come to the Mass Meeting with their scribal supplies and ink the attendees name on the scroll, which they then get to take home as a souvenir of their evening. I brought this up at our business meeting last night and it was well received -- Ceara even offered to make us our scroll blank for the event! We would be in a large section of village green, and my understanding is there would be room for demonstrations of arts, crafts, and armored and/or rapier fighting. This particular date is the Market's Halloween Extravaganza with trick or treating, a haunted school, and a bonfire. Lights would also be put up around the green as it is expected to get dark around 6:30 pm. I think there's a great opportunity here to reach families in our area! We've been discussing this demo opportunity at our business meeting, and we're trying to determine if we have support for it before we commit fully. But to still have the budget items proposed and allow the request to be reviewed and approved (or denied) by the group. Many ways were discussed previously on how to limit (via wording/restrictions) these requests so they don't get abused. In the end, keeping things simple and trusting both the officers in their role and the group in general to know when things are being abused should help curtail any issues. Thus my wording below of "occasionally request" is there on purpose. The proposed addition to the Cynnabar Financial Policy: 2. ii. 3. Group officers may occasionally request minor expenditures (up to $50 or so) for carrying out the duties of their office. These minor budget line item requests can be requested by the officer at a business meeting and then approved or denied by the participants at that same meeting. In another group I belong to, not SCA, what they have done for this exact issue is to give each office a small budget amount for the year. Cash is not handed out, but up to the budget amount expenses require only a one meeting agreement. Over that amount and it has to be presented to the whole group. This is just a reference to show how other groups have handled these things. Usually I just look for archery announcements and keep to myself, but I thought this might help. I agree that the people at the meeting should be able to approve minor budget items in one evening. In my four years of meetings, I cannot recall a single time a budget item of $50 or less was ever an issue. Personally, if I had any qualms with the proposal, I would say this: I don't think it goes far enough. I would like to see this for any expenditure under $50 regardless if they are an officer. The same restrictions would apply (must be occasional, is not guaranteed, etc.). Rarely are small budget items brought up by non officers, but I think it is worth considering. For instance choir and dance practice are not ran by officers. What if they need supplies (choir more likely than dance)? Just a thought. One thing to stress: This does not mean that you can see someting under $50, buy it, and then bring it to the Barony with a guarantee that you will be reimbursed. At that point you would be purchasing something with a risk that it will not be approved. To Lady Bree's point: My concern is that not every officer needs the money, but the exchequer will have to keep a seperate set of books to keep track of the $650 allocations. It is not a bad way of doing it, but I think with our financial stability and overall good stewardship of the money, Finn's suggestion fits our needs better. There were no issues or concerns. Approved! Budget item for Exchequer supplies ($11.12) - Our illuminating Exchequer Tristan need to buy new columned pads for the office at the grand total of $11.12. Budget item for new flooring for list fields ($500) - We need to replace the existing flooring used for the list fields when indoors where we need to protect the floor. Harbor Freight has a very good sale right now. The proposal is for spending $500 and it should get us enough of the interlocking matts for 2 list fields. There were no issues or concerns. This was discussed in the previous meeting as well but did not make the minutes. The biggest point of discussion was it enough to make the size list fields we need and it was agreed that yes, as long as we can get it done in time with the sale. Dixboro Farmers Market demo (Friday, Oct. 24th 3:30 to 7:30PM) - Also discussed at previous meeting but not included in the minutes was the request for doing a demo at the Dixboro Farmers Market. They are interested in fighting. There is a question on what time the setup can start. It is at the Dixboro Methodist Church. The big concern right now is if there is enough people that can get off at this time during the week to successfully support this demo? This is the 2nd of our 3 meeting discussion/approval process. Wassail! additional budget item for security deposit ($250) - Also discussed at previous meeting but not included in the minutes was the need for an additional $250 for the Wassail! (WASSAIL!!!!) budget. The reason is that the $250 deposit is not considered part of, or taken out of, the general site fee. Therefore, when the amount due for the full site fee, we need that as well as the $250 security deposit. When the original budget was approved, it was (incorrectly) assumed the security deposit was incorporated into the site fee. Barring any unlikely need for the site to keep any or all of the security deposit for damages, we will be getting the $250 back after the event. No issues or concerns. This is the 2nd of our 3 meeting discussion/approval process. New Business Budget item: Additional funds needed to cover Baronial polling costs ($29.63) - Due to the overwhelming response in poll returns, the original estimated cost for the Barony's responsibility (by Kingdom law) for paying for the polling processing (paper, copies, postage, etc) was more than the amount the Barony originally approved. The Barony originally approved $100 for covering the polling costs, but since we had such a great response, the additional copying and postal fees needed increased the total the Barony is responsible for to $129.63. Therefore we have a $29.63 gap we need to approve. Due to the fact that the Kingdom Group Transitions Deputy fronted the costs herself, it was agreed that we can expedite this approval process to a single meeting for several reasons. 1) A person outside our group fronted the money for us out of the goodness of their heart and making her wait another month for the 3-meeting process did not seem appropriate. 2) It is only a small amount we are approving, less than $30. 3) The Barony is responsible for paying for this anyway. So after discussion everyone at the meeting agreed that it was right and proper to expedite this process. The extra $29.63 was approved and we can now cut the full check for $129.63. Budget item: Materials for printing Baronial brochures and business cards ($60) - Genoveva is requesting $60 to buy paper/stock to print more business cards and brochures. This is the 1/3. It still creates a control mechanism where the group can monitor and limit how the group's money is spent. I cannot foresee any method to abuse this new system. I honestly don't think you meant to suggest that Baronial officers will just find ways of spending the money they appear to be given. But at the same time, one of the unspoken and critical aspects of retention is gratitude and recognition for the "time-talent-treasure" that goes into being an officer in a volunteer organization. That includes yours! Rather than what might be interpreted (as I did) as an implied accusation of poor stewardship with other peoples' money. I've been in your position: I've been the treasurer for a small volunteer organization (about 100 members) with several thousand in the bank. I know full well that it can go out a LOT faster than it comes in. Your caution is justified. I thank you for it. And thank you for reading my reply to your opinion. I thought I read someone else suggesting we go further and allow for $50 in expenses for each officer per year, or something along those lines. You are right, some officers do put their own money down on things that could be expensed through the group, and they do this voluntarily. I alone go through a small amount of postage, paper and printer ink with what I do, and I cannot imagine what costs some others might incur. (This also goes for this new rule of one-meeting approvals for $50 or less.) Gregiore is right in that more people will likely bring expenses for the barony to reimburse. Expenses that people might just pay on their own right now. I'm fine with people spending money out of pocket for this hobby. Making it easier for people to get reimbursed will drain our group's funds faster, like it or not and the barony can probably spend its money toward more useful expenses. By that I mean that our group funds might be better used toward large purchases that most of us would not just shell out for on our own, like a new wagon for Pennsic, or new flooring for the fighters. It's worth considering for the topic of one-meeting approvals as well. If we make it easier for lots of little expenses to be reimbursed, we could also wind up losing a lot of money in the long run, one small reimbursement at a time. At least with the one-meeting approval process, we can all see what it's being spent on. We do not have to reimburse anyone, either with the current or future process, if they just spend money on their own. The group still has a say in it. That wouldn't be true if we gave officers that allotment. If I, as exchequer, decided that I needed a tabulation machine and found one for $50 and had an expense account which I could use toward a purchase without anyone having to approve it.... I don't think that's a good idea. Basically, long story short, I was not implying that no one in Cynnabar knows how to manage money. Far from it. I was implying that making it easier for people to spend money, even for good, legitimate reasons, will likely encourage them, even unintentionally, to spend the barony's money faster than it's going out now. That should be weighed. To Gregoire, I don't think having a one-meeting rule for approving $50 expenses or less will lead to abuse specifically. How often do we find inappropriate requests for funds? How often do we turn people's requests down? Not often. People bring expenses to the barony to be reimbursed not infrequently. Nothing is really changing as far as what we approve. Just the how. You are very correct in the more serious concern of how fast we can draw down our funds. I don't particularly care of we do it this way or the old way, since the how doesn't change. An expense of $50 or less is likely not serious enough to cause most people hardship just because they have to wait through two extra meetings for an approval. The old method, aside from being annoying for those kinds of expenses, is fine. I've been in your position: I've been the treasurer for a small volunteer organization (about 100 members) with several thousand in the bank. A lively discussion was had around this topic. Too much to include in the write up. So if you are interested in having your voice heard, come to the next 2 meetings! But in general, discussion around the benefits (and drawbacks) of keeping some of the wording more vague and not as ridged around the allowed frequency of requests and the dollar amount, with the general consensus seeming to be that keeping it more vague gives the group some flexibility in making decisions. Also discussed is if giving that vagueness, will or can it lead to abuse? Again, consensus seemed to be that the members at the meetings as well as the officers can be good stewards of the group and make good decisions. This is the 1st of our 3 meeting discussion/approval process. New Event Proposal: Spring Crown Tournament (May 23rd and 24th, 2015 - $6000) - Mistress Claire proposed we host next Spring Crown Tourney. Liberty School in Saline. She is starting the proposal now in order to have the bid in place by Crown Tourney. She has most of the event staff already determined (she had a full proposal sheet that was handed out at the meeting). The budget is for $6000 which covers 2 days' worth of site rental and other miscellaneous items. Past attendance figures has the budget breaking even or even making some. Low attendance could see us losing some money, but it didn't seem that big a concern to the people at the meeting. Please note, we need to split the profits, with Kingdom. We know that many have gone to sleep still wondering about the Baronial transition and now have awakened to the news. We wanted to send a quick email while the news was circulating to thank some people. Foremost in our minds are Baron Tairdelbach, Baroness Hannah, and HL Finn. They have done an excellent job of leading the transition, answering questions, and taking care of the various odds and ends throughout the process. All three have given great advice to the candidates, and we are grateful in advance for their help as we begin planning the investiture. We also wanted to send a heartfelt thank you to Sir RanthulfR and Mistress Arina. Throughout the Q&As and the polling, they have been nothing but compassionate and kind. They were also the first members of the populace to congratulate us and pledge their support. This means more to us than words can describe in one email. Thank you both! Lastly we wish to thank all those who gave us advice, showed up to the Q&As, and/or sent in a poll. This is a Barony that cares, and it shows in everything you do. Count Cameron expressed how happy he was to have so many opinions to help him while making the decision, and we were incredibly proud to hear him say so.
