[Cynnabar] Proposal to amend Cynnabar's Financial policy

Greetings Cynnabar
As I consider myself a friend of your barony, but not a resident, I would
like to offer you an idea.

In another group I belong to, not SCA, what they have done for this exact
issue is to give each office a small budget amount for the year.  Cash is
not handed out, but up to the budget amount expenses require only a one
meeting agreement.  Over that amount and it has to be presented to the
whole group.

This is just a reference to show how other groups have handled these
things.  Usually I just look for archery announcements and keep to myself,
but I thought this might help.
