Do you mean a European embroidery design?  If that, direct your embroiderer to the SCA heraldry.  If you actually want to cut fabric and piece it I would try the same approach.
But if you want a Kamon style design for the back of a Haori coat, Let me see if I can find the book of Sashiko embroidery designs I had.  And these Crane designs could be the start of a very Japanese Pelican.They sort of show the conventions of Birds in Kamon designs.
