[Cynnabar] Updates to the Financial Policy Proposal

I've updated the Financial Policy Proposal to reflect what was discussed at
the meeting and to sync that 1st section description with the 2nd section
actual wording.

The section discussed and changed at last night's meeting was the Emergency
Expenditure policy. It has been added to the new policy, and now says:

"The Seneschal and Exchequer together may immediately approve expenses
under $100 that are not in the budget and cannot wait for the process
described in Section 3. The Seneschal will report the ‘emergency expense’
at the next business meeting."

The main changes are that the limit is $100 (up from $50), and that the
Exchequer also has oversight over emergency approvals.

Two other changes:
* Both sections now mention that event proposals that are within the
budgeted amount may be approved in 2 meetings instead of 3.
* The Budget Committee will consist of The Seneschal, Exchequer, and anyone
who wishes to be on the committee. (Officers will be encouraged to be on
the committee, but they do not /need/ to be on the committee in order for
the budget to be worked on.)
