[Cynnabar] Proposed Financial Policy & 2023-2024 Fiscal Year Budget

Good afternoon,

After a couple of meetings with the financial committee to discuss these
items, attached are the proposed Financial Policy and the Proposed Fiscal
Year Budget.

Last night was first of 3 meetings to review & discuss before putting to a
vote at meeting 3.

This will be on the agenda for next week's meeting.
