[Cynnabar] Heraldic question

I'm working on an arms depiction for a mundane commission, and the  
fellow wants mantling from a coronet. I am looking through my books  
and see no examples of mantling issuant from a coronet unless it is  
on a helmet. We don't get a helmet with this one. I do see cloaks  
used with just a coronet -no helmet.

Is it appropriate for an individual who is not royal or ecclesiastic  
to use a cloak?

Can mantling issue forth from just a coronet sans helmet?
