[Cynnabar] Citadel Contest

Great question.  I plan on doing the Citadel quarterly, so the next issue is
slated for an October 1st release (sounds like a long ways off, but trust me
with Pennsic coming up it will be here sooner than you think!).  This makes
the deadline Sept 15.
