[Cynnabar] Comp teachers or lower site fee?

I am not sure if this has been suggested but to make it so no one at the
gate has to pay more to comp anyone this is my suggestion.

No matter what the event, so it does not matter what the skill is, those
persons that want someone to be comped get together and pay the site fee for
those they want to comp.
