[Cynnabar] Changing the 100 Mile event rule- From KSen, February AS L

I have posted to the Seneschal Facebook group lookin for the answers to the
following questions:
Why is this change under discussion?  What problem does it attempt to solve?

I will pass on any information that clarifies the needs behind the idea.
