[Cynnabar] Changing the 100 Mile event rule- From KSen, February AS L

Unfortunately, I was unable to attend the Curia meeting in-person where
this was brought up and discussed. The phone connection was poor, at best,
so I am unable to currently offer any further insight as to *why* this is
being proposed. I can ask for more details though.
